The hammer may be obstructed.

Solutions:
1. Clean the ram.
2. Make sure bolt can move freely (no burrs)
3. Make sure your detents are not blocking bolt

cool I'll take a look at that, I have the really bad feeling I put the bolt pin in to far up and didn't catch the front of the hammer, and its resting on the hammer.... I'll feel like a complete idiot if i did that and didn't think to check that

Be sure it's sitting "in" the hammer, and not "on", "in-front of", or "behind" the ram.

well after messing with it for a little bit more, I dropped it off at my local tech shop, who basicly scratched there head, and relubed(who ever I bought it off of used freakin lithium grease all over it!) so they did that, but didn't fix the problem, since the Relube, the HPR is kinda shot, its constantly hick uping and won't hold a constant pressure, plus, the noid is constantly leaking, plus one of the Eye holders under the protector broke(super lame) so I'm going for broke, I completely tore it down again, wiped down all the lube from the shop, re lubed it myself, and it did the same freakin thing, so I'm going for broke on this one... off to the ICD techs or time to get Vapor Modded, yay for huge tax returns! Thanks for all who Helped out on this one

Lithium grease is what you are supposed to use. It's what ICD uses. NOT white lithium though. Clear or grayish. Nothing petroleum based either.
